Dear Sir Cecil,

I have the honour to acknowledge receipt of your letter of the 10th inst., contents of which have had my

careful attention. I have to apoligise, however, for the

delay in answering same as I had to go to Macao to obtain

the necessary information.

There should be no foundation in the statement

which appeared in the "Seculo" of the 8th December last, as

I am informed by H.E. the Governor of Macao that there were

"Demarches" between the Governments of Indo-China and Macao,

but there was no agreement made or signed by Indo-China and

Macao.

The Colony of Macao has not yet succeeded in solving

the problem of obtaining the necessary supplies of Raw Indian

Opium.

I have already reported the matter, under reply, to

the Foreign Office at Lisbon, but should Your Excellency

require earlier information I shall be pleased to cable for

more further information by wire.
